I used this setup as a base, and the only real change I made was to dial in more front brake and turn the on-throttle to 75%. I was not able to get even into the 1:33 second. I suppose there is no setup that compensates for a hack at the wheel. :)

First, thanks James for the fantastic baseline to work from for this track! With the Toro Rosso not having the amount of downforce available compared to the Mercedes, the small increase in front/rear wing is worth the small loss of top end in the straights - I easily conserved energy by dropping the ERS to None entering Turn 1, then running Low/Med until the long straights in the final parts of the track where I'd run High/Overtake. I found the car struggled in the low speed sections quite heavily, so there a good bit of softening to the rear of the car for stability, but surprisingly little increase in understeer.  

 

I was able to move into Q2 with this setup through Qualifying, and finished the race in 9th. I didn't track my fastest lap with this setup but I will from this point forward. It's a solid, stable setup with very little tire degradation that I felt worthy of sharing.
